Frost is an inhabitant of Dual Spires and also the town's Deputy Chief. He can be seen giving Michelle Barker a shoulder to cry on after the discovery of Paula Merral's body, and later takes both her and her husband Robert away in the sheriff department's rickshaw, but not before touching the earth and declaring it "soft and moist".
