El Proveedor is a black marketeer who appeared in "Psych: The Movie". He is portrayed by Robert LaSardo.
A disguised Shawn meets El Proveedor on his black-market boat as he is looking through a bag of jewelry in the hopes of finding the engagement ring that was stolen from him after proposing to Juliet in The Break-Up. El Proveedor confronts him over his suspicious appearance and Shawn bolts off with the bag. El Proveedor and two of his henchmen (#1 and #2) give chase and follow Shawn all the way into the Blitzen Ross building, where Gus works, but he manages to hide successfully and Gus directs the criminals away.
In order to track Shawn down, El Proveedor puts the screws to an outlaw he suspects is connected to him, but without success. However, one of his henchmen (#3) comes in and tells him that he found a label with Gus's name on the inside of the fake beard that Shawn lost during the chase. El Proveedor orders his men to find Gus immediately.
This search results in the discovery of Psychphrancisco, where El Proveedor and his henchmen decide to lie in wait. When Shawn and Gus enter, El Proveedor orders his henchmen to kill them. However, he becomes curious when Shawn offers to predict his future and allows him to make three predictions. He promises not to kill them now but also assures them that he will be back with a vengeance if Shawn's predictions do not come true.
After the events at Alcatraz, El Proveedor approaches the group and explains that all of Shawn's predictions actually came true. A series of flashbacks then shows that Shawn had enlisted the help of Buzz to guarantee their accuracy. In return, El Proveedor has hunted down Shawn's engagement ring and now offers his services as an ordained marriage officiant. Shawn and Juliet accept and are joined in matrimony on the spot.
